Considerations on technological innovation in viticulture in San Juan

This work aims to analyze and reflect on the trajectories of some innovation policies for the wine sector generated by the National Institute of Agricultural Technology (INTA) in San Juan, Argentina, between 2013 and 2017. Although INTA, as a state institution, has a key role as a promoter of technological
innovations, it is necessary to question the social dynamics that these changes generate, above all, when it comes to small and medium-sized growers that cannot have access to these technological innovations through market mechanisms, in a context of expulsion.
The applied theoretical-methodological scheme links the analysis of public policy trajectories with reflections on innovation and technological learning dynamics. We conclude that innovations have a dynamic defined by the characteristics of society and the productive activity in which they arise and they require the continuous adaptation of public policies and the cooperation of multiple institutions to respond to the needs of the most vulnerable within the wine chain.
