Abstract

This paper analyses the application by Argentina of non-automatic import licenses (NAIL) in the furniture industrial sector and in the forestry industry value chain between 2009 and 2012. This case study shows that the NAILs have been an effective instrument in terms of slowing down the growth rate of imports and making a rapid recovery of production and employment after the global financial crisis possible. Nonetheless, the analysis of the forestry industry value chain shows that the effects of the NAILs were not equal along the value chain, where the big winners were the concentrated producers of intermediate goods.
