Abstract

This paper analyzes three programs carried out in the territory which, holding specific goals and achievements, had in common a holistic view of the answers sought by the "problems of citizen safety", based on a calling to the different involved agents - citizenship, police forces and other State agencies - to execute new roles and generate new trust relationships.

It is important to generate the chance for a debate concerning the measure in which citizen safety policies are presented undoubtedly linked to a State model, as well as the presence or absence of the State in the territory, with its faculties of regulation, order, arbitration and protection, since such presence of institutional structure which builds social cohesion is one of the most important factors in the strengthening or deterioration of citizen safety.
