Water and Sanitation in the Buenos Aires Metropolitan Area (2006-2022)

Abstract

This article addresses the management of public water and sanitation services in the Buenos Aires Metropolitan Area, from the re-nationalization and creation of the company Aguas y Saneamientos Argentinos to the inter-jurisdictional agencies responsible for planning and oversight. It examines the accessibility of these services in the region during the period 2006-2022.
The research, based on qualitative methods, employed document analysis focused on legislation, jurisprudence, coverage data, and technical reports from the company. Special attention is given to the regulatory-institutional and operational dimensions of the services.
The results show jurisprudence that recognizes access as a human right and reveal a complex management network and significant challenges in achieving the universalization of services in the most densely populated area of Argentina.
