The state planning of large technological programs from the semi-periphery: the CAREM and ARSAT projects

Abstract

This work studies the determinants of state planning of large technological programs and their contribution to structural change in semi-peripheral countries such as Argentina. For this purpose, a comparative analysis of the CAREM nuclear reactor project and the aRsat program (Argentine Satellite Solutions Company) during the period 2006-2022 is proposed, contrasting their institutional planning capabilities, the position they occupy within their respective global industries, and the results achieved. The study demonstrated that, while internal conditions determine the possibility of configuring a national incipient system of production and innovation that promotes industrializing processes, external conditions theoretically limit the effective potential of these systems and the sustainability of possible positive effects for structural change in the long term.
