In the twenty-First century, social security in argentia experienced two opposing processes: a neoliberal counter-Reformation (2003-2015), and a paradigm shift in the following years. In the first one, social security became a material and symbolic authorising officer of the set of national social protection, a role that it maintained in the second process, although with very different contents. This paper analyses the period of 2015-2019 and targets the orientations and objectives that underpin policies, forms of organization and results in the protection and well-being of two population groups: children and adolescents as well as older adults. it also describes and analyzes the institutional/organizational dimension of social security, horizontal coverage (reached population) and vertical coverage (its capacity to meet needs). Finally, the article aims to identify which transformations would be transient, and perhaps reversible, and which would have become part of the system at the end of the period.
