National technological innovation systems in highly industrialized and developing countries

Abstract

This work aims to create a simple model to characterize the national systems for technological innovation. Said model is based on the contributions made by Oscar Varsavsky, coupled with Sabato's triangle, also incorporating the State's role.
Throughout its development, the proposed model is shown to be applicable for both highly industrialized countries as well as developing countries. Metrics are also analyzed, in order to evaluate the national systems for technological innovation.
