Abstract

This article proposes an institutional path of development of the Popular Economy (PE). It’s based on the fact that, on the one hand, it is the main form of work in the popular sectors of Argentina and, on the other, on the irreversibility of its expansive character due to the chronic insufficiency of employment in financial capitalism. The PE is understood here as an economic, political and ethical statement gestated in the  materiality of a working subject of popular origin who invented a new self-organized mode of production, in which popular knowledge and the human condition are vindicated. An informal productive form for the market economy and that in argentina is imbricated with social policy. However, its self-organization makes visible the possibility of a new institutional horizon to properly value its contribution to a national development project.

Doctor en Economía (Université de Picardie Jules Verne, UPJV) y doctor en Ciencias Sociales (Universidad de Buenos Aires, UBA). Investigador del CONICET, profesor en la Universidad Nacional de La Plata (UNLP) y la Universidad Nacional de Avellaneda (UNDAV) y director nacional de Economía Social y Desarrollo Local del Ministerio de Desarrollo Social de la Nación, Av. 9 de Julio 1925 (C1073ABA), CABA, Argentina.
